PROPERTY CONDITION ASSESSMENTS
Much of RJS Environmental’s work involves completion of environmental and property condition due diligence for banks, lawyers, developers and property owners. Often this involves Phase I Environmental Site Assessments, Transaction Screens and Property Condition Assessments, always completed in accordance with their applicable ASTM standards.
RJS also assists banks and other clients with completion of environmental assessments without these more expensive practices. Largely this is accomplished through the use of Desktop Reports, which meet the standards of the U.S. Small Business Association, and Database Screens, which are very inexpensive fast reviews often used for mortgage renewals and low end mortgages by lenders.
Part of building and construction lending requires a review of the existing structure through a Property Condition Assessment. This includes a review of all the various systems of the site structures and estimates of repair/replacement costs for the life of the loan. New construction should include a plan and specification review as a comparison to budget estimates and building code compliance. Then, as the building is constructed, the draw requests need to be reviewed to confirm that the work was completed prior to disbursement. RJS completes all of these services, overseen by a licensed professional engineer.
The concern over vapor encroachment has become a significant topic in recent years. Subsurface contaminants at a subject site or at nearby properties can migrate into the indoor air of a property and accumulate to dangerous concentrations. RJS Environmental can complete a Preliminary (Desktop) Review to assess for potential sources of contamination and, if present, can assess these concerns in accordance with ASTM and state regulatory requirements. If elevated contaminants are present, RJS can also devise and install sub-slab depressurization systems or other remedial measures to address these impacts.
If intrusive studies suggest the need for remediation, RJS Environmental can work with owners and local regulators to devise a reasonable approach to address the impacts. This can include something as simple as excavation and disposal of impacted soils to installation of in-situ remedial systems. The work will be completed professionally and only the level of effort required to meet regulatory or other requirements will be completed.
VAPOR ENCROACHMENT ASSESSMENTS
RJS Environmental’s staff members have extensive experience in intrusive investigations, typically referred to as Phase II Environmental Site Assessments, completed to the ASTM standard. First, RJS reviews available information and devises an appropriate level of effort. The field work is completed in a professional manner making every effort to protect the site. The report is written in a straight-forward style providing clear comparisons to regulatory guidance and standards and specific recommendations.
